I regret that I should be compelled to take

exception to the procedure which has been adopted in this case, be-

-cause the manifest defects of the scheme itself are sufficient to

conderm it; but if a man's rights are to be interfered with the procedure must be faaltless. It is a serious matter to deprive a man

of his livelihood at 60, more especially one who, for judicial pur- -poses at least, is in the prime of life. It is the more serious in this case because the action of the Secretary of State has been based on a series of misconceptions, and the action of the Executive

Council has been based on imperfect knowledge.
